Alexander Sergeevich Martynov

Alexander Martynov (b. 12/30/1954) graduated from Moscow State University (1977), worked at the Institute of Nature Conservation for 18 years. Candidate of Biological Sciences (1984), author of more than 150 scientific papers.

In the early 1990s, he collaborated with FAPSI and the Presidential Administration of Russia, one of the results of which was the book “Russia. Investment Strategies in the Crisis Period” (Moscow: PAIMS, 1994) and Web-atlas “Russia as a System”. In 1995, as a member of an international team of authors, he participated in the preparation of the Atlas “Environment and Health of the Population of Russia” (Russian English: M.: — 1995) and its revision into Web-atlas with the same title.

In 1996, he participated in the preparatory phase of the Global Environment Facility (GEF) project “Conservation of Biodiversity in Russia”. During the main phase of this project (1998-2003) he coordinated the development of the Russian Biodiversity Conservation Strategy. Provided ongoing information support to the leadership of the Ministry of Ecology and its successors. Developed the concept of the first Internet portal on biodiversity.

In 2000, trained at the World Bank Institute (Washington, DC) on “Economic Analysis of Ecosystem Services”.

In 2001 he initiated a series of works on objective assessment of environmental costs of production of leading Russian companies. In 2003, he participated in the creation and became Director of the Independent Environmental Rating Agency (NERA), the idea of which was proposed by the Ministry of Economic Development, and one of the founders was VNCC “North”.

In 2010, he was invited with a team of specialists to join Interfax, where the environmental and energy rating agency Interfax-ERA was established. At Interfax, he continued work on creating ratings of fundamental efficiency of business and regional economies. In 2011-12, Mr. Shoigu led the research under the Russian Geographical Society grant “Assessment of National Impacts on the Global Natural Environment”, provided at the personal initiative of S.K. Shoigu. Within the framework of this project, an assessment was made for all countries of the world, including the states on the territory of the former USSR.

In 2021-2023 — Chief methodologist of “Monitoring of Sustainable Development” LLC.

Since spring 2023 — Deputy Director for scientific work of ANO NCC “North”.

Experience of joint projects in friendly countries:

  • In 2007, he organized cooperation with environmental organizations of the Republic of Kazakhstan on annual creation of ratings of environmental efficiency of business. The first rating was released in November 2008. During the pandemic period the joint work was interrupted.
  • In April 2009, he organized a training seminar “Objective system of assessment of environmental responsibility and energy efficiency of enterprises and regions: dissemination of experience of cooperation between representatives of NGOs, business and authorities in Russia and Kazakhstan”. The seminar was attended by representatives of NGOs from the CIS countries — Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan and Russia.
  • In 2010, he coordinated the creation of the rating of companies in Kyrgyzstan. The results were presented on October 3, 2011 by the Vedomosti newspaper.
  • Since 2018, together with Harbin Engineering University, PRC, started comparing the environmental and energy efficiency of the economy in the regions of Russia and provinces of China. A publication in a recognized scientific journal has been prepared (Steblyanskaya, A.; Wang, Z.; Martynov, A.; Mingye, A.; Artykhov, V.; Wang, Z.; Bocharnikov, V.; Kiselik, A. New Energy-Resource Efficiency, Technological Efficiency, and Ecosystems Impact Ratings for the Sustainability of China's Provinces. Sustainability 2021, 13, 354.). In Russia, the results are reported at the Institute of National Economic Forecasting in February 2021.
